Governance & Culture Transformation Case Study

Strengthening Governance, Accountability and Organisational Culture in a Growing Supported Housing Charity

A small supported housing charity providing accommodation and support services for vulnerable adults as they exited the criminal justice system, was experiencing a period of significant organisational growth and transition. As the organisation expanded operationally, trustees recognised the need to strengthen governance maturity, improve organisational assurance and create clearer accountability structures to support long-term sustainability.

Simcox CX was engaged to provide independent governance, assurance and organisational development consultancy support during a period of cultural reset and governance improvement.

The Challenge

The organisation operated within a highly regulated and emotionally demanding environment, balancing frontline support delivery with increasing governance, safeguarding and compliance expectations.

Key challenges included:

  • Governance arrangements that had developed informally over time.

  • Limited strategic oversight and assurance reporting structures.

  • Inconsistent policy management and organisational controls.

  • Operational dependency on key individuals.

  • Leadership tensions and differing perspectives regarding organisational priorities.

  • Emerging regulatory and compliance risks.

  • Staff uncertainty regarding organisational direction and communication.

  • A need to strengthen trustee confidence, organisational transparency and cultural alignment.

Alongside these challenges, the organisation remained deeply values-driven, with committed staff and strong frontline relationships that trustees wanted to preserve while improving organisational maturity.

  • Development of board reporting structures and governance trackers.

  • Creation and review of organisational policies and procedures.

  • Risk management and organisational risk register development.

  • Leadership and culture facilitation.

  • Staff engagement and organisational insight work.

  • Governance support linked to safeguarding, compliance and organisational accountability.

  • Trustee recruitment and onboarding support.

  • Organisational culture and communication improvement planning.

The approach focused on strengthening structure and accountability without losing the organisation’s compassion, mission focus and relational culture.

Simcox CX Perspective

Strong governance should never feel disconnected from people.

The most effective organisations balance compassion with accountability, values with structure and purpose with sustainable leadership. Real organisational improvement happens when governance, culture and customer experience are strengthened together and not in isolation.
